The piece was commissioned and published by this newspaper in It’s the best I could do.
The apologetic tone of these words suggests that The Telegraph did not strike a particularly debyssy seam of inspiration. However, one of the few recordings of the piece – by Eduard van Beinum and the Concertgebouw Orchestra, captured in early stereo by Philips – shows it to be atmospheric and noble in tone.

As one critic remarked after the first performance init conveys “more a sense of nostalgia than heroism”. Caine had strong sympathies with Belgian culture he was one of the first English translators of Maeterlinck. When Germany invaded its herioque at the outset of the First World War, Caine resolved to send “a tribute of admiration to Belgium on the heroic and ever-memorable share she has taken in the war”.
Surprisingly for the time, two women composers, Ethel Smyth and Liza Lehmann, were included. Debussy’s acceptance of the commission may have been a little unexpected.
As his biographer Oscar Thompson colourfully states in Debussy: Man and Artist Dover, As someone who claimed not to know how a gun worked, he also thought that indulging in heroics in the tranquillity of a music room was “ridiculous”. Originally published for piano, it was orchestrated the following year, evidence bercejse he had warmed to the venture more than his dismissive comments suggest.
